Bellevue Utilities recognizes the vital importance of water services to our community. We believe that financial hardship should not prevent any residents from accessing essential water services. To support this, we offer utility bill assistance designed to assist low-income households within the Bellevue Utilities service area.

Long-Term Utility Bill Assistance Program 

Bellevue Utilities offers long-term utility bill assistance for:

  • Low-income residents
  • Low-income residents age 62+
  • Low-income residents with a permanent disability and receive benefits from a government program
  • Residents with in-home dialysis

What bill assistance options are available?

Apply for Long-Term Utility Bill Assistance

  1. Residents Billed Directly: If you receive a bill directly from Bellevue Utilities, you can apply for a 70% discount on your basic utility costs.

  2. Residents Billed Indirectly: If you live in an apartment or condo and do not receive a bill directly from Bellevue Utilities and instead are billed indirectly through a 3rd party, you can apply for a rebate on the prior year’s basic utility costs.

    This program will open April 1, 2025. 

  3. Tax Rebate: Residents billed directly or indirectly who are low income and reside within the Bellevue service area can qualify for utility occupation tax relief in the form of a rebate check.

    This program will open October 1, 2025.

Short-Term Utility Bill Assistance Program 

Bellevue Utilities offers two types of short-term bill assistance for residents not participating in our long-term bill assistance programs.

  1. The Emergency Assistance Program helps residents living within our service area who are directly billed by Bellevue Utilities, meet specific low-income requirements, and have recently experienced an unforeseen financial hardship.

  2. The Neighbors Helping Neighbors program offers support to residents living within our service area who are directly billed by Bellevue Utilities, meet specific low-income requirements, and have a past-due utility bill.

Q. When do the programs open/close?

Utilities Bill Assistance (Discount) Program: February 1, 2025 – October 31, 2025

Utilities Bill Assistance (Rebate) Program: April 1, 2025 – October 31, 2025

Utilities Bill Assistance (Tax) Program: October 1, 2025 – November 15, 2025

Emergency Assistance Program: Year-round

Q. What happens if I am missing a document?

If information is missing, our office will contact you. Please ensure that your contact information is valid. Please review your application for completeness to avoid a slowdown and submit your application early to ensure timely processing before the deadline.

Q. What if I have kids over 18 living with me and they don’t work?

All individuals over the age of 18 must provide income information for every household. For individuals who have zero income, please complete the Declaration of Zero Income form that can be found on our Utilities Bill Assistance page. 

Q. Will my application automatically renew each year?

Applicants must reapply every year. However, renewal applications are sent to applicants every other year after their first time applying. 

Q. What if I get stuck filling out my application?
